@Giniro I know this's an old post, but when you switch to safe mode in "msconfig" you need to check the box next to "network" to have internet in safe mode.

Otherwise it will ask you for activate windows after the process. steps : start cmd as admin mode: press Windows button + R = run command will popup, then type " cmd as admin " hit enter. type in cmd "sfc/scannow" hit enter, it will take 15 to 20 minute to complete. after that close the cmd restart your computer, probably any errors and failure can be fix with this trick.
