Doubt it, it was because the engineer did not push the horn button fully down upon departure and the ditchlights don't flash unless it's pushed fully.
interesting.. I actually have one quite similar on a ShortLine RR nearby.
Was the flashing ditch light circuitry not working that day?
Forgot to add this:What happen to the second track which looks like a siding?
it isnt in use anymore, as of 2018, (when i first heard about it).
