A better study would be to compare Medicare recipients who get part C(HMO, PPO) vs Medigap F or G. HMO, PPO have cost sharing co-pays, the Medigaps don't. And then determine use ML or data models for Hospitalizations and Mortality.
Big fan of your videos. I'd like to point out for this one, however, that many NBER papers end up in peer reviewed journals. The point of posting them there is to strengthen their methods from other economists prior to submitting for publication. So your point still stands about it not being peer reviewed but I think you misrepresent NBER in this segment.
