If I got a new job managing a deparment then it is part of that role to come in a do that job, make changes and improve the department, it wouldn't stand up in a monthy review when things are worse to just blame it on the last manager. I wouldn't pass the probation period. I don't want to hear the same excuses over and over again after 6 months, just own up to making a mess of things and do something that actually benefits the country but something that is tangible and shows the UK to still be a global leader.
