From its height and that it’s made from brass, I think this is more pharmaceutical grade for a pharmacy. You can see one behind the W in a Walgreen’s logo circa 1932.

i was surprised by the query about the mortar and pestle. i own several sets, and they're still in common use in cooking around the world. They've been around for thousands of years in cooking and pharmaceuticals. There's an ancient Roman version called a mortarium. (Thank you, Time Team!)
Considering the size of the Chinese nesting bowls, they could be weights for a balance scale, possibly for weighing spices. Nesting them like that would make for very compact storage.

I think the brass mortar and pestle was used by pharmacies in the 30’s. You can a drawn M & P behind the W on the 1932 Walgreens logo.
Pharmacy used glass and porcelain, rarely metals, brass objects like that were for incense and easy spices crushing, by the look of it I'd rather use a rock.

2.19 Yes, it's a mortar and pestle. Can be used to grind any herbs, spices or pharmaceuticals as @jpbaley2016 said below. Use them to grind salt, pepper and any other spices required for cooking.
