It is a vital point - Tracked Systems are more mobile in the dirt but due to the armor and tracks suited for going with tracked armored units to the frontlines, it has less range and less speed on the street. There was originally a tracked version of the Pantsir meant to replace the Tunguska and the Tor. But the complexity of the system made it less suitable to fire on the move while conversing on rough terrain. It found a very important nieche in protectng stationary assets behind the frontlines later on. It is also not so well armored as the Tor or Tunguska is.

You can also overtake any air defense system with Swarm Drone attacks. This is however very hard to do and coordinate with a moving target, like the Tor or a non stationary Pantsir that is only using it's detection RADAR, ready to stop at any given moment to go to engagement status when it detects a threat.
