I think the trolls must have known of a magical item that gives people power like the flower in tangled to feed the mother because she must have gotten hurt so Elsa & Anna's father helped her reach the place of this magic and cured his wife. The magic also gave powers to their firstborn daughter Elsa unknowingly and also to Anna 3 years later. Elsa learned about her powers and soon the King and Queen knew so they went to the trolls. The trolls told them about Elsa's powers and told them to conceal her but never warned them about Anna because they might not have known, thought Anna's powers weren't a threat, or most likely knew her powers had to be discovered at the right moment for a special act. The villain of Frozen 2 I believe is someone who found the magical object and made an army of superpowered people.
I agree to this theory. Would make sense it would be the trolls that are the villains.
