yes you can ,
1) you can make app with react-native which uses javascript to make app , and the app which is made my "react-native" can run on both platforms such as android and ios .
2) you can make app with "ionic" which uses angular js
3) you can make app with "cordova" which convert html ,css ,javascript code into app
4) you can make app with "flutter" SDK
5) you can make app with "swift" only for ios
