The Space Marines Honor Guard were by far a rank many within the Space Marines Legions sought after. These Honor Guard sole task of protecting their Primarchs from both enemies within and without. These Honor Guard deserves the respect and glory they earned throughout the ten thousand years of service, and to be a part of the Honor Guard is a great honor that anyone in the imperium seek out.

Curze, guard? What guard? You mean that play things outside? So, IMHO only like half of Primarchs honored this tradition introduced by Big E and Custodes

Not all soldiers or warriors are natural commanders or want to command. Some would prefer this position of honour at the chapter masters side. Much in the same way you have very senior NCOs and Warrant Officers in modern militaries.
For me honour guard are the most senior and skilled warriors but not necessarily leaders. Much in the same way you have very experienced NCOs in most militaries. Yes officers outrank them but there is a healthy respect and deference to that experience.
Good it would only make sense as only the strongest in the Legion survived the rubric meaning all terminators would have as only the best are allowed to use said gear
The Scarab Occult are Rubricae these days; they didn't survive it because they weren't of the adequate psychic level (aside from a few who are now the Scarab Occult Sorcerers).
Is there any law that says an Astartes can only be Chapter Master of a single Chapter? The easiest way I see it happening is if a current Chapter Master joined the Deathwatch, but I can think of a few more ways it could happen. But would it be legal?
The idea of the Chapters was to make it so not a single man could hold power on such a powerful military force, thus making it so chapters are the largest body of Space Marines. So I am guessing that is where only a single Astartes can be chapter master of a single chapter from. Though having a chapter, "subservient" (of course it is more that they sort of listen while doing their own thing at the same time as all Space Marines do) to another chapter is possible, for example the Astral Claw chapter masters were the leaders of the Maelstrom Warders. So the answer to that, no a chapter master cannot be in charge of more then a single chapter, however chapter master could be in charge of other formation of Astartes that are not their own as long as they been given the order/permission to do so.
Basically all the 9 parent chapters (including the ultramarines cuz there is a clause for it in the codex) have a way to call upon their successor chapters in great time of need Like the last wall protocol And the dark angel ones practically swear allegiance to azrael cuz he is paranoid asf as he should be that “redacted”
The Imperial Fists and Successors also have the 'Last Wall's protocol in which they can all come together and fight at Legion Strength should Terra or the Imperium be under significant threat

I'd have to look around for the source but, They were all Terrans, so perhaps they went with the legionaries that Corax sent away.

Dark Angels Chapter Master Azarael essentially holds the fealty of all DA Successor Chapters (the 'Unforgiven')

Most ultramarine successor chapters work loosely close together. One way to circumvent the rule
