During the dinner, when Alicent toasts to Rhaenyra's future during the dinner, if true, Viserys would have corrected her. If he can openly back Rhaenyra for decades then what stops him from doing the same for his son? Alicent gets way too many passes when her entire character boils down to being a miserable hypocrite. She knows what she birthed and she resents Rhaenyra for it because her children aren't drunken psychopaths.
