There was the last issue of the Barracuda Arc in Punisher Max where the Punisher blows up a whole yacht full of people and left the survivors to be eaten by sharks. Of course, since said people happened to be the CEO and the shareholders of a crooked and corrupt corporation, I doubt anybody would consider that remotely a bad thing.
As much as I love and prefer the Netflix version of Frank, I wonder if they’d ever make a live action version where he would truly be that unhinged. In the movies and series they show him doing some brutal shit, but it usually is mostly justified. Or do you think this wouldn’t work out in a live action medium where you’d need the audiences to root for him? Because while it’s vague in the live action interpretations, it’s quite clear that in the comics he starts out because of his family’s murder, but keeps at it way later because he actively enjoys it. He likes killing people, and targets bad people because he can justify his actions, and they can defend themselves, meaning he gets to find creative ways to kill them.
Wow, there were so many better kills. In Punisher MAX alone, he throws a woman into a bulletproof window over and over for minutes and minutes until the frame bends and she falls out with it from the top floor of a skyscraper. A guy pisses on Frank's family's corpses and gets left in the forest with a gutshot specifically because Frank wants him to know how he isn't special. Frank when he got the War Machine suit he actually launched an all-out air strike on a random village without using the suit's targeting systems to scan for innocent civilians yeah he destroyed a village and pretty much murdered 1,000+ innocent people including little kids and the worst part was he try to justify it stating that because there was a criminal warlord in the village there wasn't time to use the targeting systems to do an accurate scan to see who was innocent and who wasn't and then had the audacity to say heroes and heroines who rightfully called him out on the hypocrisy of his argument including Spider-Man were spineless, pathetic, pacifistic, cowards who don't have the stomach, and balls to do what's necessary to take out criminals.
That’s not an example of Punisher being a terrible person, that’s an example of terrible writing for the sake of being edgy. Bats is a better fighter though Frank is no slouch. Frank has the will-power to overcome the odds but Bruce is not short on will himself. Batman goes up against armed goons all the time, (he’s amazing at disarming people, which is most of Frank’s arsenal) as well as elite super assassins and super humans, then again Frank does too and he’s no goon. Punisher might throw a spanner in the works of any plan Batman comes up with, though Batman is good at thinking on his feet, usually catching him by surprise is the way to go. I reckon Frank could take the Batman if he had the element of surprise, one well-placed sniper round will do the Dark Knight in. If Castle got the jump on Batman during the battle with some hidden explosives then he might be able to gain the upper hand. Punisher could also use criminals as hostages to distract Batman as he will go out of his way to save them, where as Frank doesn’t care if they die. Though Bruce has overcome similar odds before. Honestly if it’s a fair fight, both allowed prep-time in a mutually advantageous location I reckon it could go either way, and it would be a hell of a fight. However I think Batman is a better fighter, better strategist and a lot smarter than Punisher. So more times than not I’d have to agree and give the edge to The Batman.

I think if Punisher is going to win, it’ll have to be out of sheer grit, or with a surprise attack. As formidable as Punisher is, I do think he’s the underdog here. Not saying he couldn’t do it, but I think Batman would win more times than not.
