oh man i totally recognize that atrocious gen 2 art! it was from beckett pokemon collector back in the months before gold and silver were released outside of japan. they had a little pokedex in some of their issues, complete with totally unofficial art and badly romanized names. the official art for a lot of them outside of the starters and the legendary mascots was either unavailable to them or it flat-out didn't exist when they were putting their little list together, so they had to improvise and used the in-game sprites as reference, which is why they look so wonky and weirdly coloured.
That just dawned on me as I was watching, I can't even believe someone took that art and thought it would make for a great trading card. I enjoyed Beckett since it was the only way to get early news on things, but GOD that artwork...
I'm guessing the bootleggers' scapegoat for the odd card numbers was Dark Raichu from the Team Rocket set. Dark Raichu was sort of a Secret Rare for that set, and to reflect this it had the number 83/82.

I have an issue from late 2004 with that exact Sneasel pic, along with some others. 2004 would be later then when you suspect these cards were printed, but, the artwork could have been shown in an earlier issue covering new Pokemon leaks(this one says it's a "special edition" and it was with some other redrawn mons in an article about cards), if anything I don't think a magazine, unofficial though it may be as reputable as Beckett would have stolen such janky pics. The article I saw them is credited to Doug Kale, though whether he did the art, or someone else on the art team for the magazine did them, I'm like, 80% sure Beckett was the source!
i just found a bootleg! my base set 2 rattata! 30 HP... only bite and it does 20 damage and has no description and only 1 normal energy needed for it... weak to fighting with no number... resistance is psychic -30... and NO RETREAT COST?!

God, I forgot how much original Mewtwo *sucked.* Only 60 HP and one damaging attack that's 10+10 for every energy on the enemy active pokemon. So uh, just put out a high HP basic pokemon with no energies on it out to stall while you build up your bench. Ugh.
With Pokemon TCG finally power creeping up to 300-330 HP on certain cards for Gen 8. I wouldn't be surprised in a few years the TCG will be up around the HP numbers of bootlegs.

never had bootleg pokemon cards but did have yu gi oh ones, man the shiny's were more useful as sand paper as they had that kind of texture, the text was un-readable as in you squint your eyes you might be able to read the text, the stars were wrong and the 1st edition meant nothing, the only good thing i got was the bootleg tin
with the power creep in the Pokemon Card Game, these cards wouldn't be considered overpowered in the modern era, if anything they're all still too slow and weak
