The pen should probably gave to IS-3 . the tank was made after 1945 , it the new main heavy tank in 1946 . the shells IS-3 used was Apehcde . The penetration of the shell in old Soviet Documentaries said is 245mm , with almost 300g of explosive .

tiger pens at 7mm more lol thats it but the explosive mass in the 122mm is incredible....id take t44 100 over the is3 and tiger....t44-100 has more pen than both with an aphe round but a better comparison is is2 and tiger 2 not is3 regardless its the same exact gun

the tiger ii have a 235mm of pen, but the is-3 have a D25T cannon with 205 pen

IS3 has more survivability. Everything can literally pen the tiger 2's turret above 6.0. Meantime you need HEAT to actually damage an IS3
