What she did is created a separate set of lights, which don't interact with bulbs geometry. Therefore, they don't create any noise due to being not occluded. So the title is correct.
Yeah, I agree with you Bruno. This was not very clear at all. We didn't even see the result of the noise free image. And even better would have been to show the difference between the two methods.

With vray 5 and lightmix if a turn off the sunlight keeping just few lights on i have lot of noise in my scene; how can i fix it? Thanks
