In my opinion TU-160 could deal more damage in action because it has more missiles than bombs, TU22 bombs is quite tricky to drop. However if you are pro in dropping bombs like B21, then TU-22 gets more damage

I recommend you buy H6, cuz easy to control like Pakda Bomber but with significant damage, if you don't like H6 you can choose 160.
