The bulb is emitting infrared...so it toggles but your circuit is not capable to turn off wirelessly

Because the bulb is keeping the ir sensor on. That's why the person in the video is taking the bulb away to turn it off

2nd-vcc. And third output...
Use 5v or 3.3v at vcc and gnd & use the output pin for rest circuit
