when i showed the IR LED of my TV remote to my mobile camera, it is always lighting.The LED is not turning off.Then i removed the button panel and showed to the camera, still the IR LED light is on. The light is turning off only when the battery is removed .What could possibly the reason for this ? (remote is not working)
Ummmm what IR detector r u using?.. I do think a simple BJT is not enough to drive the ic 4013 for a 15 meters range.
An opamp may be needed.

Each component nomenclature & it's rating could hv been displayed on screen as & when they r taken up for assembly. It helps beginners. Mistake corrected in d diagram not clear.

There is no IR code recognation, it's mean when you use your tv or any other device's remo, your light (or what you connect as load) turn on and off all the time. For example when you change tv channel also your light change the state hehe
