Buffalo NY! Most passionate fans in the country and if they are at the Bills stadium the tailgates will be wild. Just put them in a blue uniform and a historic Buffalo team name and fans will support. No one can truly understand the passion there unless you were born there like I was.

Add San Diego, Oklahoma, Seattle, Sacramento, after the teams that were not included. That gets you to 16:teams.
No more expansion for 10 years minimum. Building rivalries, and fan bases should be the top priority.

Oklahoma makes a ton of sense. Considering the leagues cost cutting practices and Okc is only a 3 hours drive, 45 minute flight from the leagues hub it would be probably the lowest transportation cost for any reasonable expansion city. Also, big time football state without any other pro football team. We'd have to bring Stoops back to Oklahoma and get him out of Texas though, that would no doubt boost support even more for the team.

I’m not sure how cost effective it would be to bring back the Vipers to the Vegas market. That was one of the original issues they had with the team because they were essentially pigeon-hole’d to use Allegiant Stadium since they couldn’t use Sam Boyd Stadium at UNLV. As for the Orlando Guardians, IMO, that was a trash franchise that doesn’t need to be brought back.
If the UFL wants the Orlando market, then revive the Orlando Apollos from the AAF. That was a franchise that had a connection with the city, not the Guardians. Bring back the Apollos to Orlando and you will have way better turnout than for the Guardians.

Dragons back to Seattle, Vipers in Arizona and Guardians in the NY area maybe Hartford, Move the Breakers to Portland and Generals to San Diego, you have a naval base there, Maulers stay in Pittsburgh and Stars move to Utah, Bring back Bulls and Bandits, Bulls in Jacksonville and Bandits in Canton, then you bring back 3 UFL teams, Florida Tuskers, Sacramento Mountain Lions, Omaha Nighthawks, Now there goes your west coast travel, Seattle, Utah, Arizona, San Diego, Sacramento, Portland,

All of the cities that you've suggested are viable spots for league expansion based on their spring football history.
Oklahoma City hosted the Outlaws during the early days of the original USFL, also the Gunslingers during the league's restructuring in 1983.
Phoenix was the original host city for the Outlaws in 1980. It also hosted the Hotshots of the AAF.
The AAF also proved that Salt Lake City is a VERY viable place for a team. In its brief history, the AAF's Stallions were Top 5 in attendance; not to mention that its climate was absolutely perfect for football.
On the whole, you made some great picks for future league expansion. 🏈

The biggest problem with putting a team in Omaha is that there is no stadium for them to play in. The downtown stadium is a baseball stadium and primarily for the College World Series. The city won't let anything else in the stadium until July. The other stadium in Sarpy County is also a baseball stadium and they share it with Union Omaha soccer so there might not be open dates.

You should use MSA or CSA “metro area” data rather than a city population as a starting point. Teams are looking for financial depth and marketing partners in a metro area, not just a populated central city. Also, consider competition of other teams in market. Phoenix despite a large population may not be the best play because of so many other leagues, and the city’s unwillingness to work with franchises existing- look up diamondbacks stadium issues, the coyotes are probably relocating, cardinals play in Glendale.
OKC, Columbus OH, Portland OR would be my top 3.
Also- difficult to feel fan base depth on Orlando, Vegas… they averaged attendance in the 100s, and were a financial drain on the league. The USFL teams played in Canton, OH- and have never played a game in Pitt, Philly, NO, NJ…
I don’t think that bringing any of them back is a given. Or necessary!

I do hope the UFL will be a permanent fixture and will partner up with the NFL. I would like to see what FOX and the USFL were trying to do and bring back all the former USFL teams. I know it will probably take up to 10-15 years with future expansion. Well, this is what I wish the UFL would eventually be like with a league of 28 teams. Once again there would be 2 Conferences, the USFL conference and the XFL conference. Each conference would have 14 teams in them with 2 divisions (with 7 teams in them). The USFL conferences 2 divisions would be the North and South divisions. The North division would consist of the Chicago Blitz, Denver Gold, Hartford Federals (formerly the Washington Federals), Michigan Panthers, New Jersey Generals, Philadelphia Stars, and the Pittsburgh Maulers. The south division would be the Austin Gamblers (formerly the Houston Gamblers), Birmingham Stallions, Jacksonville Bulls, Memphis Showboats, New Orleans Breakers, Orlando Warriors (formerly the Orlando Renegades), and the Tampa Bay Bandits. The XFL conference would have the East and West divisions. The East division would consist of the Arlington Renegades, DC Defenders, Houston Roughnecks, Ohio Guardians (formerly the Orlando Guardians, and yes they play in Canton Ohio), Oklahoma Outlaws, San Antonio Brahmas, and the St. Louis Battlehawks. The West division would consist of the Arizona Wranglers, Los Angeles Express, Portland Vipers (formerly the Vegas Vipers), Salt Lake City Gunslingers (formerly the San Antonio Gunslingers), San Diego Wildcats (formerly the LA Wildcats), Seattle Sea Dragons and the Oakland Invaders (it would probably be San Jose or Sacramento, Northern California for sure for the Invaders since the stadium in Oakland is in dire need of repairs). I know there will be people saying the San Diego team should be the Fleet but that was an AAF team (and the UFL does not have the rights to them) and besides the USFL/XFL would rather bring back the Express and Wildcats. The regular season would be a 13-game season

So as far as expansion goes, it’d be really cool to see them pick up 4 teams from the other 2 spring leagues that collapsed. From the AAF, the Arizona Hotshots and Salt Lake City Stallions would be my 2 picks. Phoenix and Salt Lake are respectable markets, and they probably had the most diehard fan bases in that league. From the former UFL, I’d add the Omaha Nighthawks and the Las Vegas Locos. Nebraskans love football, and the few short years they had the Nighthawks they averaged the highest attendance in the league. And of course a team in Vegas just makes sense. You’d add the Arizona and Salt Lake teams to the USFL Division, and the Omaha and Vegas teams to the XFL Division. Or create new divisions based on regions, with 4 divisions of 3. West: Las Vegas, Arizona, Salt Lake City; South: San Antonio, Houston, Arlington; Central: Omaha, St. Louis, Memphis; and East: Birmingham, Michigan, DC. With this format, they could play a home-and-home series with the other 2 teams in their division, and 2 cross-division teams from each of the other 3 for a 10 game regular season. Division winners make the 4 team playoff.

Leaving the Philadelphia Stars out was ridiculous. #1, there is zero northeast teams. Washington is in the mid atlantic but leaving out the largest media markets is silly on it's face and it will be felt. #2, the Stars, if you want to include the original 1983-85 franchise were in the championship game 4 of the 5 seasons. If the Maulers do come back they need to go back to the purple and orange.

Central Kansas would be great because it is accessible from all four sides. The only city in central Kansas that is remotely a consideration is Hays.
    Problem is, financing.
I’m sure the state would fulfill the fan base.

Some of those former teams wouldn't work bc like for New Orleans, New Jersey, Pittsburgh, and Philadelphia the USFL didn't have any stadium rights in those markets so they never played in their home market. As for Vegas and Orlando both seemed to have bad attendance last season especially Vegas. I'd say Seattle would work though if they can get a few more teams in the west as well.
