@@MrRalphJack - naw the 44, but I know 4th Ward very well. They've been gentrified heavily but African-Americans still have a sizeable presence over there, especially in Victory Place apts. Whole lotta cats runnin' around the neighborhood, I don't remember ceeing any dogs in the streets, pretty sure they keep them in the house.
