Honestly, L's plan was pretty stupid if you actually think about it. Or to be exact, revealing Matsuda's face was stupid, people would immediately post it online and all Higuchi would have to do is get the shinigami's eyes and he'd be able to kill him. Higuchi would've figured out it was Matsuda pretty quickly, even if he didn't see his face. It was just a completely unnecessary risk they took.
The show was written back in 2003. Back then information wasn't easily shared the way it is nowadays. Most social media like Twitter, RUclips, Facebook etc didn't even exist.
