Our planet is currently going through an evolutionary phase. During this time intensely unsettled energies are being released. The unrest is planetary and, because we are all of this planet, those energies percolate up through each human being. Our commission at this time, for those who are able, is to focus inwards and connect to our inner peace and exercise outward balance, and radiate calm and goodwill; even whilst witnessing lower, and the lowest of, human traits by those who are less able to control their minds.

@@LordXbow Brazil’s biggest annual celebration came to a close amid several indications of deepening insecurity in Rio de Janeiro, as well as ongoing concerns about corruption and criminal infiltration of politics in the country’s second-largest city.
Despite the 17,000 police working throughout the February 9 to February 13 holiday, violence was a significant issue as mobs of youths assaulted and robbed tourists in areas customarily thought to be safe. Meanwhile, confrontations with criminals left three police dead and two wounded.
The samba schools, several of which used their high-profile parades to highlight issues of insecurity and corruption, themselves were marred by allegations of graft.
Beija-Flor, the eventual carnival champions, included in its exhibition depictions of gang violence in marginalized neighborhoods and a giant rat meant to symbolize corrupt politicians. At the same time, the president of the organization is currently contesting a 48-year conviction for racketeering and corruption. The president of another major samba school is also being investigated for money laundering.
The security problems during Carnival seemed to stem from a lack of organization on the part of city officials. Mayor Marcelo Crivella was traveling in Europe for the entirety of the festivities, and the security plan for the event changed drastically in the middle of the holiday after the spike in violence. (Last year, thousands of military police were sent to the city ahead of the celebration to reinforce security.)
On February 16, just days after the end of Carnival, President Michel Temer signed a decree for the national military to take total control of security operations in the state of Rio de Janeiro, including assuming command of civilian police forces. The federal intervention will last until the end of the year.
      InSight Crime Analysis
Rio’s carnival was hoped by many to provide a respite from the problems that have plagued the city. Instead, the event served as a reminder that the issues of rising violence and deep-seated corruption remain front and center in the minds of the Brazilian public.
As reflected in a number of the samba school performances, recent surveys have shown mounting concern among Rio’s residents about insecurity related to gang violence. Entire neighborhoods have come under siege as crime groups continue to battle the police and each other.
The official response to the crisis - repeated waves of militarization - has not shown long-term success. And the head of the armed forces recently warned that involving the military in civilian security operations could lead to corruption among the troops. But momentum for a change in strategy has been hindered by a lack of resources and political will.

@@LordXbow The Brazilian government has appointed an army general to oversee security in the state of Rio de Janeiro, in response to growing gang violence.
President Michel Temer compared the violence to "a cancer" and said organised criminals had all but seized control of the state.
Rio's governor issued an appeal for help after the annual carnival celebrations were marred by violence.
The army will oversee police and other security services.
Overseeing the operation will be Gen Walter Souza Braga Netto, head of the Eastern Military Command. He was widely praised for his part in co-ordinating security for the 2016 Rio Olympic Games.
      What led to the situation?
Signing the decree, Mr Termer said he was taking "extreme measures" because circumstances demanded it.
"The government will give tough and firm answers, taking all necessary measures to eradicate organised crime," he said.
There were chaotic scenes during the famous Rio carnival, with gun fights and looting. Three police officers died in violent clashes.

It's been hijacked by youths that may have a loose heritage with the Caribbean, maybe a grand parent or great grand parent from the Caribbean. @Xgil2Play yes, I do tend to start discussions by making it clear and obvious what I'm talking about.
I'm not sure where you got the impression that me wanting to talk about it meant that I had a solution to
it but I'll gladly indulge. I propose we use an approach like the Soft Systems Methodology to understand the problems and situations that lead to the adoption of gang culture. Take a sample of youths identified by their parents or adult/care giver/authority and build a picture of the problems that typically affect them and lead to bad life decisions. I think the outcome could be some kind of educational program that gives personalised recommendations on changes and potential life paths that could be taken to achieve their goals and avoid problems. E.g. an individual whose problems centre around wanting to be accepted by their peers and sees gang culture as a feasible outlet for that, maybe they have a passion for music and could be given a tailored recommendation of apprenticeship at a music production studio with regular recording sessions and social media management classes after school, to fill their time and give them the drive to pursue what it is that they really want in life.

Are you saying that it has outgrown the whole of Notting hill , portobello, Ladbroke Grove, Westbourne park and the Harrow road..? Seems to me the carnival was mostly a street procession and it was corralled, at least partially, because certain people didn't like it upsetting their bank holiday. Now talk of 'moving it'.. where to..? Why? An enclosed area in Hyde park is not the answer.. its not like there is not going to be huge crowds surrounding it as well as the attendees coming or going. I'm sure there's lots of criminals attend carnival for the purpose of robbery or violence but they would be less likely to if they thought they had a greater chance of being caught
