Developer of graffiti-covered skyscraper in downtown L.A. may be forced to clean it up

  • The Los Angeles City Council will meet Friday to vote on a proposal requiring the developer of a graffiti-covered skyscraper complex downtown to clean up and secure the property. The motion, which Councilmember Kevin de León introduced on Feb. 2, would give China Oceanwide until Feb. 17 to comply or face further discipline.
    The Oceanwide Plaza development, which has sat incomplete since January 2019, gained national attention after being heavily tagged with graffiti appearing on more than 25 floors. The complex has become such a hot spot for taggers that police had to step up security even after making several arrests.

    The taggers should squat at the buildings and say it’s there home. Then the city would have to give them a 30 day eviction notice and then take them to months long court

      Without a Certificate of Occupancy it is not a "home", so it wouldn'[t require an eviction notice.

      ​I second this. Tired of all of the complaints. If you don't like it then leave, quit, go away quietly, otherwise there are some of us here for the fight. L.A/California is an "eyesore" because of what exactly? The homeless? Do some research and you'll find the state with the 4th largest economy in the world is funding and taking care of people from all over the u.s because the armpit that is the Midwest and all other states not named NY, Florida and Texas can't provide for their own residents thus are being shipped to warmer climate states that can harbor these poor folks. A good 60-70% of the homeless are transplants. What's happening in my beautiful state is a symptom of the country, not an isolated issue. So next time you insult my state understand this, we are the largest contributor to federal funding all the while taking in some of the lowest. We fund the U.S, we allow you to have a privileged life. Don't be mad at California, be mad at whatever state you may live in because it is a drain on us ​@@omi_god

    These Chinese developers received their permanent resident visas and they're GONE! Maybe to come back when the market is more favorable... Chinese developers slow-roll ALL the projects they're involved with here in Southern California! They take FOREVER to complete, and construction comes in spurts sometimes a year in between phases! They try to do EVERYTHING on the cheap usually using shoddy non-union sub-contractors wherever they can! PAN CONSTRUCTION is a big-time China state-backed general contractor that does a ton of work here in the San Gabriel Valley and ALL its jobs are run like that!! Pretty sad!

    If the foreign company that owns this isn’t going to do anything about it the city needs to seize it and turn it into housing for the thousands of people that need it. There’s space there and you can even have offices for social services.

It's just an idea should the owner refuse, or not have the funds to to fix the place up, and continue security on the site. You have any better ideas?✌😎🗽

      If the Chinese developer (that is now defunct) refuses to respond to the City of LA's requests to maintain and secure their property, then Eminent Domain can be invoked since it's essentially been abandoned.
      The city could then secure the sites, remove the graffiti, and then fast track an auction to sell it to a developer. The cost of cleanup and providing security can be recouped after the auction. This could take months though, unfortunately. Plus the sites are incomplete and might require up to $1 billion to finish.
      This can still be profitable though considering the towers being mostly finished and only the interior being incomplete. It would be better than building from scratch. This could also make much needed housing available.

Chinese developers can do whatever they want with buying and sitting on property even at the detriment of using that space for more civic and city improvement to give better rental rates for poor working class people or homeless and clean the streets, it's all about Let's get everyone to focus on "taggers" that are ruining some Rich Chinese person's ego.

      @@omi_god as far as I know, hardly anybody got arrested (one guy was on the news in cuffs). And they have to be "caught in the act", or it is simply trespassing.
      And how many would you need to finish the job?? Only a fraction of the taggers will ever get identified and prosecuted. So you have a handful to do a job that will take months.
      In the meantime, LA is going to be responsible if anybody does fall off and gets killed or injured.
      But those are minor concerns. I can tell you got this all thought thru.

The issue is if the city, either by taking over the project from the current owners thru eminent domain, or as part of a sentencing and restitution scheme, forces untrained and unexperienced people to go up those towers and do work under hazardous conditions, it is the city that now becomes liable for any injuries or deaths.
      If somebody who is forced by the city to "clean up this mess" (whatever that means) dies as a result, that person's family can and will bring a multi-million dollar suit against the city, and they will win.
      Which is OK, because it is your idea, and you will reimburse the city, won't you??

      Until that day comes, the city would then have the responsibility, both for upkeep and any injuries to trespassers. They don't want that.
      As it stands right now, the building is worthless. the city knows this. they couldn't sell, they'd have to pay someone to take it off their hands.

    Who is the bank? Why has it not been foreclosed and auctioned off? Why did the city wait so long? Why didn't the city put in security, they do this when they perform taking someone's property and they charge the property owner for the security. They are asleep at the wheel until they found out if they took it over it would cost them $1 billion. If they take someone's property for small amounts why not the big one?

      That's the trick that Chinese investors do. Make the mistakes and have the city tax payers clean it up. It's about a poor investment and now the blame is shifted on taggers instead of the millions of dollar mistakes that "investors" thought was a great idea to giant buildings of concrete that serve no purpose, current market needs and the city (tax payers) will have to pay to remove it (not developers)

    I don’t understand why it’s taken so long to do anything about the vandalism? As soon as the first tag was seen on the windows the entire site needed to be shut down as tight as a max security prison. I’ve seen numerous holes in the fencing & many other points of entry. Why the delay until all the floors are tagged? How long before the 1st person falls to their death & LA is sued. You see tags on windows where there is only a narrow ledge to stand on. Crazy. But it’s a competition to the vandals. But someone is going to fall to their death.

    Graffiti removal is usually done by sandblasting when it's on a wall or something. This graffiti here is on glass. There is no sandblasting glass. These windows will need to be replaced.

      There are chemicals that dissolve spray paint. A paint thinner like acetone is one of them. There are also proprietary chemical agents that work well specifically made for graffiti removal and don't require sand blasting.

    Oh god, what do we do? I guess the city of LA will have to take over the building and charge the tax payers for it. Who could have guessed? Poor city of LA, inheriting chinese buildings on the US taxpayers dollar. Let's all send thoughts and prayers out for LA, and to the future owners that buy the building from LA at pennies on the dollar, after the taxpayers have already foot the bill

    Maybe clean up the type of people who want to graffiti. That city is getting over run by guys who are trying to be like their famous neighbors and act like gang members. It’s spreading, I would do a community sweep just look around on who’s acting the toughest and throw them in jail 😂 nothing makes sense anymore so 🤷‍♂️

    Get people charged with traffic or other crimes to do community work and clean it up or find the grafitti artist & let them clean it up but the development needs to b completed. Not just sit there.

    How is that an eyesore. The entire city of LA is covered with graffiti, it's not anything different than seeing graffiti on every block. It's more like rich wealthy property got graffiti that seems to be the problem.

      poor investment and now the blame is shifted on taggers instead of the millions of dollars of mistakes that "investors" thought was a great idea. Let's blame the taggers for making a poor investment decision that will create giant buildings of concrete that serve no purpose and the city (tax payers) will have to pay to remove it (not developers)
