Probably the work of Robert Towne (Chinatown, The Last Detail) who co-wrote the script. It's funny, a lot of movies of that period had dialogue way better than you would expect. Patrick Swayze's speech when he takes over the Double Deuce in Road House is just brilliance.

This movie, "Tim" was based on Rick Hendrick. The multi-car teams which eventually ruined NASCAR came up as a point of contention. At the time, it was literally unheard of. Rick Hendrick started that nonsense. This story was kind of loosely based on the rivalry between Dale Earnhard and some say either Rusty Wallace or Geoff Bodine (who drove for Hendrick at the time).
Back the 90s , some friends and I got cheap run down cars like the Colt, Citation and an olds x body forget the name of it but we went on a demo derby on a family friends farm! We were bashing and crashing each other pretty much like this and it gave us a new respect on how violent 2 cars coming together can be! Super fun though 😎
I just learned , watching Jrs podcast this scene was taken from Big Bills meeting with Richard Childress , Rick Hendrick , Dale sr and Jeoff Bodine. Big Bill said to Earnhard and Jeoff you two arent going to ruin our sport . That was the day Earnhardt stopped rattling cages..... Mostly . Racing died for me in 01. Thanks to jr Im enjoying Nascar once more through the memories , stories and old time racers on his show. Check him out , its awesome.
take apart a car in 300 laps, assuming they are talking about even before the green flag drops.... and let them put it back together and get in the race.... based upon that the average nascar race is ~250 (for 2.5mi tracks) and ~400 laps for 1.5 and 1 mile tracks, that is exceedingly impossible.... which i guess is the point of the phrase, or he just doesnt know how long (or short, in this matter) is, even when hes the president of nascar....

I believe that guy was in Law and Order. He played a great role as head of some law firm.
