When this song first came out it was just after Donald Trump was elected which I took as a direct reference when he says "clown takes the throne" ... they've always been mega political and this was a commentary on the time we were living in politically in the UK and US at the time (we in the UK had just been sold Brexit) ... Matt himself said: "When I was writing this song I was looking to counteract the current negativity in the world and give inspiration, optimism and hope to people to fight for the causes they believe in; that as individuals we can choose to change the world if we want to."
They said it wasn't about Trump but more of a general statement about the world in general. Also, remember that they are British. So Boris Johnson would have been a more likely target.
