I think it's fairly obvious from Rakim's verse that it's only about the media and record labels/ entertainment industry and isn't about politics/government definitively. Don't see why when someone has an entire verse specifically talking about this in the song someon still believes its about the government because of angry lyrics at a person or group blaming them for something and saying they'll get theirs...
