Hmmm... That's probably difficult if you want your footage to have all the dust and scratches and flicker and move. You could edit it in Premiere, then import the Premiere Pro project into After Effects and add the effect.

Are there no parent symbols at all? If you right click on the top of the timeline you get a list of all columns you can add. Maybe the parenting column is deactivated.

In principle, you add the footage to a precomp. But you need to adjust the length to your footage. Maybe adjust a few settings. So you need to know your way around After Effects.

You need to delete the background and the footage layer. The "dust", "dust_big" and "scratches" layer: You need to add a white solid for each of them and use those three layers as luma mattes for the white solids. Because the blending mode os set to "Screen".
It works with other numbers. The first one is the frequency, how many times per second. The second number determines how much your value is allowed to change above or below the starting value.
You could duplicate the top three layers and move the start and end points to where you want the expression to be. And duplicate the keyframes of the bottom layer.
How do I make 8 different transitions? What would I set as the position? For yours you did + / - 1080 but if i have 8 transitions to switch between what would the position be for the rest of them? Do I keep doubling the number? For example if I have one set to +1080 would the next one be set to +2164 and so on?

I don't think it is possible to save it as an animation preset. I have a folder with lots of After Effects projects I use all the time.

why does my inner shadow keeps on turning black if I put the size more than 15%?
The layer has a dark blue colour but the inner shadow is actually black. So that's correct.
