Hi LInda, Are the BX fonts only available to drag and drop in the express program of Embrilliance software? I have the downloaded program, which I purchased. thank you.

They work with the purchased version of Essentials too. Express provides a way for anyone to use BX fonts but you'll have way more functionality with Essentials.

No, The usage rights were changed and I didn't sell enough of it to pay for the new commercial usage rights.

I have Embird..can this Font be used as a True Font?..Or do I need another software?

These are digitized embroidery fonts so no, they can't be be used as a TrueType font. These are designed to be used as keyboard fonts with Embrilliance Essentials or Embroidery Works. There are DST versions of each letter that can be used with other embroider y but you'll have to combine each letter one at a time.
