Remember, Penny implied that a sexual encounter had already happened and Sheldon had only thought it was a recommendation, to which he retorted that he “wasn’t comfortable with Penny recommending Leonard have coitus with Dr. Plimpton, who I assure you has better things to do.”
If she expressed interest in Sheldon, cancelled episode because of ruined storyline.
Chances are she flirted, he couldn't tell, and she moved on
