This would be a great 3 part challenge. Kinda like the "do *insert challenge here*" then "now do it in only 3 moves" type of things. The first phase is to have 9 snakes. Second challenge is to then use the same two (additional) squares to divide 13 snakes. The final challenge is a whooping 17 snakes. All three are possible ;)

Yep, same answer (SPOILER): Square in a diamond in a square. The only thing that bothered me about this solution was that the length of the sides in the middle "square" is the smallest side times the square root of two. So while it CAN be done with "any size square", it can't technically be done correctly with these equally sized matchsticks.
