Nice! how to combine with a service page, for example; best plumbers in Melbourne. How to intergrate this to rank locally? Since the visitors don't want to know what to do in 'city' but just want a plumber to fix their problem. My first thought is creating 1 or 2 paragraphs about the service provided and then continue talking about the city?
I would really need to know more details about the service, the issues and all of the localities you serve to be able to provide a good answer. But don't just concentrate on the big city 'Melbourne', you can also do the suburbs. You can also do variations of the job eg 'bathroom fix', 'kitchen fix'

Could this strategy work for a destination business like a fitness facility or dentist office that draws clients from nearby towns? But doesn’t have a facility or business in those towns.
Possibly, but your conversion rate is likely to be a lot lower. If the user lands on a page where they expect to find a gym in their exact location only to find that its 'near by' it might not be answering the users search intent as much.

Yea, as long as your other onsite seo components are done correctly as well.
