Google Sheets - Insert Special Characters

Google Sheets does not currently have the option to insert special characters. Here is a workaround using Google Docs that does a pretty good job.
Get the add-on for a built-in solution: workspace.goog...

You can also google special character (ie: arrow) and copy and paste (CTRL + SHFT + V)

This formula will do it, but you'd have to have it in its own cell or append it with the concatenate formula. =char(162)

Is it possible to superimpose a dot or a bar over a given number that has other number in the cell. i.e. I have a number 12345 and I want to put a dot or line above the number 3 only?

If you are going to do all this you might as well go to weather.com and copy and paste it from your local forecast. I get it, I work with people this would never occur to. On my desktop I use [alt + 0176] But on my chromebook, where I do most work, this code opens something else, I cannot believe there isn’t a simpler way yet.
