The flag is hung against the wall incorrectly. The ONLY time the star field is as displayed is when over a coffin. Otherwise, the blue field is always in the left had corner regardless if the stripes run horizontal or vertical.
When I made Warrant on a submarine, the ceremony was performed in the Wardroom, and in various spaces around the boat. The Signalman, or whomever, that hung that flag wrong needs to be demoted or re-schooled.... embarrassing. CWO4 USN Ret.
