The mindset of the Philippines is on the defense posture and its interest on the WPS is to be able to exercise its sovereign rights. China's mindset is on the offensive posture and its interest is the one china policy which is totally vague, deceptive and full of hidden agenda aside from being unrealistic to the present situation. Much to say that its leaders are disoriented, adamant, ambitious and abusive

The upgrading of Cavite Naval Yard is a good start, which is now being used in building Shaldag V/Acero class fast attack crafts (some were armed with Spike NLOS ATGMs) in terms of state owned shipyard.
In the case of private owned, there's Propmech of Subic that build the MPACs Mk.II to Mk.IV (some were armed with Spike ER ATGMs) and the Austal Cebu which is mow tapped by PCG in building their future offshore patrol vessels (OPV) which is the same design offered by the company to the Navy but was rejected due to costs reasons.
Aside from shipyards, the Navy and PCG should also have its own drydocks as they're still using civilian drydocks (found in Batangas and Subic) in maintaining and upgrading their ships.

this is a stupid quote roaming around every channel in social media... with or without them we are still in fatal situation.
stay neutral, we're dead, we can't do anything to stop external threats invading us. we're not superpower.
stay with neighbor country that invades our territory, still dead. they are taking our resources right in front of our faces; they will take it with or without west siding us. they will say they're superpower, so they have rights to take it.
siding with US and our allies, still dead but has a chance. we have a chance to fight back.
imo, all we are is to choose the lesser evil... we're a small country.
