As a portuguese rugby fan, Russia is very much missed in the REC, the qualification process for the RWC was so intense because there were four legit contenders bar Georgia (Russia, Spain, Portugal and Romania). This exclusion also reflects how much World Rugby prioritizes the anglosphere over other markets with arguably more potential. I'd say Latin America, the Iberian Peninsula and Eastern Europe are all better investments than the United States, and yet, World Rugby refuse to look elsewhere. Also, their exclusion is complete bs, the US could invade Iraq or Afghanistan again that no one would bat an eye, but when Russia invades a country suddenly there's a need the exclude them.
