You can, but proper load distribution is ensured by placing Main bar at the bottom most layer and distribution bar at the top of it, and also diameter of distribution bar lesser than the main bar.

Sir your distribution bar is wrong it %. Of 0.12 ie (0.12÷100)*1000*240 ( cause gross area) = 288 mm.sq
