Not really all that powerful if you think about it since shisui has power to control someone and almost impossible to break that control. Sure it can't be used for years after one use but if he catches a huge crowd it effects all of them. Also itachi can mentally tear someone down so bad the commit suicide. And also since Kakashi has the other one he definitely isn't impossible to beat since Kakashi can also move things and people to kamui. It has weeknesses and risks just as every jutsu. The stronger it is the higher the weekness or risk
Plus there's another issue with your comment. We haven't seen the special abilities of half the eyes on here. Rai, Fugaku, naka, naori, baru, and not a complete understanding of the special abilities of indra which was the one who passed the eyes down.
