Baking Soda contains only Sodium BiCarbonate but Baking powder is a combination of Sodium BiCarbonate and any weak/mild acid such as Monocalcium Phosphate or Tartaric acid - mixed together in cornflour. The baking soda only undergoes chemical reaction when it is wet, and hence starts reacting only inside the batter The Baking Powder is the real reason behind the cake/bread becoming fluffy or spongy.
