Many people are confused between recommendation and consideration part .... So I will try .. prior recommendation of the Bill means that u need permission of president to INTRODUCE the bill in the house i.e ( ki hum yh bill lekar aare h permission chahiye) whereas permission for consideration means ki u need president permission to start discussions and voting process that is the second stage of the Bill ( uss bill pe discussion Start krne ki permission from president ki now we can discuss it)

President bolega house ko ki isko Zara consider kr lo. Whereas introduction me president khud Introduce kar rha hai.
Kashif rizvi bhai nahi aata toh misguide mat karo kisiko... Hey alpha male. If you need recommendation prior to introduction, that you need president's approval to introduce that bill. While consideration means that you can introduce the bill in the house, but when you are at that stage where bills are discussed upon thoroughly and voted upon i.e. considered, before that stage you need his approval.
SIR, what is the difference between recommendation for introduction and recommendation for consideration by the president?
Recommendation for intro is required before passing motion in LS Or RS and recommendation for consid. Is required for further changes its effects.
....For discussion of the bill
In order to understand that you have to 1 st understand the 5 stages in passing of a bill.......in the 2nd stage that is the second reading the last sub stage is consideration of the bill where the house discuss the bill clause by clause ....read this part from Laxmikant you will be able to understand it
