The problem is inflation, unemployment, healthcare, and the overall economy. People need to be able to afford to live. The US is quickly becoming a 3rd world country. Meanwhile the rich, which includes the lawmakers, keep taking a bigger and bigger slice of the economic pie.
I saw a report showing the tent cities in Gaza and how they need humanitarian aid. But in the US we're trying to simply normalize tent cities.

40% of single family homes are owned by equity firms. Capitalism is at the heart of the matter. If they are going to make homelessness illegal, then they need to housing available. Housing is there, there are more empty houses and living spaces then there are homes. Finland is on a path to end homelessness, successfully. We need to follow suit, this cruelty of capitalism needs to end.

In Arizona a standard 2 bedroom 2 bath apartment was like $600 bucks 20 years ago, the same apt was like $800 like 3-4 years ago. Ok, that seems like a reasonable increase over a couple decades. Fine. Now though, in 2024, that same non-luxury apt with cheap carpet & laminate flooring is going anywhere from $1200 to $1500. With a standard customer service job making 15 to 20 bucks an hour, you couldn't afford that without a roommate. Nevermind if u have kids. And I believe the cutoff for footsteps here is like $1200 a month. I used to see an occasional homeless person panhandling out in Phoenix by the freeway offramps, but now I see em all over the place & all the way out in the suberbs too. How are prices going so high but the wages aren't rising to match it... not even close!?!

Your status is irrelevant. You're subject to the laws and the ordinances of the cities. You're not being told you can't be homeless or that it's illegal. You're being told where you can it can't sleep. They want to stay in the cities close. So they can be next to their drug dealers. And the alcohol and the free food, and whatever else.

In Washington, Oregon, and California homelessness has become a choice. People can’t afford housing, cost of living is way too high for the average American to afford housing. And when Oregon passed the law that decriminalized certain drugs, well that right there is why people are homeless. They spend all their money on their subsistences of choice.
