This piece does indeed belong to Cantemir, but is mislabeled in the album. "Bûselik uşūleş" is a meaningless fragment (if one would really want to make it meaningful, it would create the very awkward phrase "Buselik, in rhythmic cycle", which does not make sense as Buselik is a makam, not a rhythmic cycle), and is definitely not the full title, which should have been "Der makām-ı Bûselik, uşūleş Devr-i revān", as that properly means "In makam Buselik, in rhythmic cycle Devr-i Revan". The latter title is how all pieces in Cantemir's manuscripts are recorded.
Muazzam bir eser!
