If he's hiding and not cooperating, but all of his assets should be seized, with emergency provisions for him to retain a residence. He already overspent the agreed to allowance, which is an act of theft (he spent money that didn't belong to him).
An overseer can prepare a financial statement, and he will have no right to contest it.
