Do you know of any videos that show the fly in the water, in current, that show the pulsing action of the feather fibers going back and forth? I'm a long time tyer, and I learned many years ago, that what we think a fly is doing in the water, and what we want a fly to do in the water, (based upon how it looks to us) are often quite different things.
Thanks for the comment, Peacock herl can be stripped (of the fuzz) simply by holding it flat on your table and rubbing a pencil eraser against the grain. This will give you a smooth strip, when wrapped it will look like a segmented body. I used UV cured resin to add smoothness and security to the body. You can also cover with head cement in place of UV resin. On tenkara flies the hackle is tied pointing forward, when fished it will fold back and pulsate.

Sorry I don't off hand. Try a search for tenkara fishing. I know they do pulse I've seen them do it.
