actually, it depends of how much plastic coverage the page has! if it is a 100% plastified, no, it is not reciclyng material!! the more actual paper, the easier it is to recycle it.

on the other hand, using junk mail and ads for an entirely different purpose than it was intended for while also keeping the pieces you can out of landfills or waterways seems like one of the better things that can be done when people get so much of it
