Jefferson Parish battles flooding and rising canals

For Jefferson Parish, it wasn't a tornado causing the problems. It was the massive amount of rain.

I don't know what pumps you are talking about or how they work but they can't pump if they are clogged up with litter and debris .. drain culverts too
