    The very nature of a democratic republic prevents the development of effective strategies. Elected officials are focused on short-term accomplishments which lead to reelection. Any strategy put in place by one administration can, and all too often is, revoked and replaced by the next administration.
    Monarchies can establish long-term strategies, but such governments are out of fashion.
