I like seeing uncloggings when the clog happened naturally. Watching someone constantly pulling garbage out that people just keep throwing on the ground is gross. I think all the environmentalists need to focus their energies on countries like this. This is just nasty.
it would probably help at least a little bit if everybody would pick up 1 piece of litter everyday--just one piece! Of course we shouldn't even need to but there are some people in the world who think it's somebody else's responsibility to pick up after them!!
Why are the authorities so stupid? No drain maintenance ,it should be carried out on a monthly basis. The people too, should use their heads, no rubbish dumping unnecessarily.

In Virginia, USA, we have "Adopt A Highway". We also have state cleaning of highways monthly. Much cleaner than, say, CA.
You need some good materials to work with, the community should get involve , that can help avoid flooding.

You should remove the floating debris first before the vines growing in the water.
By removing the vines the debris came to a common point for extraction
