One might think that sending stormtroopers to their death would be counterproductive, but honestly the dead stormtroopers might just be a ploy to make jedi take lives and thus become more susceptible to the dark side Or maybe Palpatine's seen the bill and is thinking "Okay we have too many guys"
@Eesti mees plus if we HAVE to consider disney lore canon they literally just abducted a ton of children when ever they needed more men explaining the massive numbers and lower levels of training because loyalty and numbers was really all they were ment for. expanding the galaxies view of the clones under the republic to there own stolen children under the empire i admit it is a certain type of good storytelling.
Not to mention that all of the death causes not only the pain and suffering of millions of people but also creates wounds in the force, causing the dark side to become all the stronger.

Cruising at a nice, leisurely 90.000ft. or so(depending on the particular planet) and enjoying the view down, while contemplating whether you'll choke to death due to the lack of oxygen or freeze to death due to the cold-ass temps at LPO-Altitude. Sounds lovely, honestly~
