When we are alloted seat in the first round, we have to accept it. And you said then we have to pay the fees for the college. So if I want to upgrade, then when can I upgrade? Before paying the fees for the 1st round college, or after paying the fees?

Suppose the fees of a new college is slightly greater than the previous one then you have to pay extra fees only or if the fees of the new college is less than that difference will be refunded. However, this was the last year's guidelines, I'll new guidelines when needed
