I can put your mind at ease and assure you that nothing looks wrong with this boiler configuration. The pressure reading on the boiler is the water pressure only going to the boiler and has no impact on your toilet pressure. The boiler pressure should be around 1bar. The temperature setting on the boiler is not on minimum, but actually medium. This is hot enough for any home. This will still give you hot radiators and water too hot to bath in. If the building feels cold check the thermostats on the radiators or room thermostart is not turned down too much, or you can extend the time the heating is on on the timer. I can only assume the the company has a winter and summer heating configuration and they have switched the boiler to summer settings. The insulation with tape over the joins looks ok. Thats how nearly all lagging is installed. Anyway, rest assured I don't think there was any malicious intent with the boiler settings. Give them a call and say the property feels a bit cold, I'm sure they will call back out and change the timer for you. All the best
