I just started this game...Already finding it tough at level 1....Kudos to you having this build.

It gets much easier the more you play and acquire different items and traits. Recommend jumping into other peoples worlds to loot and level up before jumping back into your own campaign. You’ll probably get lucky playing with people that know a few secrets and get some powerful equipment that will help you.

The maelstrom doesn't really do anything for the shotgun because it only increases elemental damage, which is the tiny fire dot the shotgun puts out. Twisting wounds would be better because your neck affects status which bleed is, and makes makes the explosion do much more damage. And if you're trying to do damage with the axe, drop a stormbringer or tainted blade on it instead.
Also I the neck is overpowered if anything. It can easily explode around 1000 (2k crits) with the right build.

This build is outdated since the recent patches, I mostly used maelstrom to help with generating quick mod power at the time.
The reason I also used misfortune on the axe if for raw damage after I applied all my dot's, but thats just my personal preference, I can definitely see stormbringer being good.
As for the energized neckcoil, it's special effect was actually negligible because it was bugged and didn't do proper damage at the time the video was posted (now fixed), and was inconsistent at procing (which it still is inconsistent which I'm pretty sure is a bug).
